Regulations vary between local governments and councils, but permits are always required before starting earth works, including preparation and any demolition. Fees are charged for the permits. Permits regulate major earth works including building driveways or tracks, and associated works such as filling in waterways, removing locally native trees or vegetation including grasses, importing soil or fill, or rock removal.
Regulations cover the positioning of skips and bins, and noise and times of operation. Occupational Health and Safety regulations apply, and the location of underground gas mains and power lines must be ascertained. All materials and workmanship must comply with the standards and codes issued by Standards Australia. The works must also comply with the TAMS Design Standards for Urban Infrastructure.
